Voisey’s Bay Mine

TSI has supported the Voisey’s Bay mining project through a broad range of services since the development phase:

  • Installation and maintenance of a 900-person accommodations camp during the construction phase.
  • Provision of site services from 2005 to present.
  • Engineering services from 2005 to 2008, including materials handling, mineral processing, and wear and corrosion evaluation and abatement.
  • Mobile crane and lift inspections, including load testing from 2008 to 2017.
  • Prime drilling contractor for continued exploration work from 2000 to 2015.

SITE SERVICES PROVIDER

TSI began providing site services to the Vale mine on July 1, 2005. The mine site comprises 144 km2, of which, in excess 45 km2 is cleared and usable. Access to the site is via chartered aircraft with scheduled flights 7 days a week.

TSI is responsible for the operation of all equipment, performance of general labour duties, and the supervision of more than 200 employees involved in the provision of site services activities:

  • Loading, haulage, and storage of ore concentrates.
  • Transportation of equipment and materials.
  • Operation of the port site including mooring, unloading, and loading of containers, bulk and break bulk cargoes, fuel transfers, and the loading of concentrates.
  • Year-round maintenance of all site roads, including snow removal in winter and dust control in other seasons; snow removal and ice control for access roads, parking lots, lay down areas, walkways, and stairs.
  • Daily transportation and distribution of approximately 104,000 litres of fuel from the port fuel storage tanks to the mill and tank farm.
  • Loading and unloading aircraft freight and luggage; transportation of personnel to and from aircraft and work locations.
  • Operation of the sand and gravel pit and aggregate plant to provide material for use site wide.
  • Operation of the solid waste system including garbage collection, incineration, and landfill, as well as operation of the sewage treatment plant and potable water supply systems.
  • Miscellaneous duties to support the mining operation.

TSI provides additional services to Vale on short-term contracts, including staff for annual hydroseeding projects; operators to degrub and prepare additional areas for drilling; staff to support warehouse duties and general carpentry work.

Muskrat Falls Hydroelectric Project

In 2014, TSI was awarded a three-year contract by Valard Construction LP to provide camp catering support for their remote work camps associated with construction of the Muskrat Falls hydroelectric project. TSI supported six remote movable camps as the project progressed across Newfoundland & Labrador.

TSI provided all necessary equipment and personnel to support camp operations, including:

  • Mobilization of camp and support equipment and small tools including set-up of kitchen and dorms.
  • Provision of Lodge Management services and hotel software.
  • Housekeeping, janitorial services and laundry of linens and bedding for entire camps.
  • Catering, kitchen operations, menu preparation and re-supply of food.
  • Provision of personnel and training including transportation to and from site.
  • Daily Canteen services for larger camps.
  • De-commissioning and demobilization of camp and support equipment.

This contract was successfully completed at the end of 2017.

Saglek Remediation Project

TSI was awarded two contracts in support of the PCB Remediation Project in Saglek, Labrador in 2002.

MOBILE CAMP SUPPLY AND SUPPORT SERVICES

Defence Construction Canada (DCC) awarded a contract to supply and service a 42-person mobile camp. The scope of work included a kitchen, recreation area, lounge, potable water and sewage system with a sewage treatment plant and two electrical generators. The contract was based on a combination of fixed firm price and time and material.

In order to be ready for the seasonal start-up date of July 01, 2003, TSI supplied and mobilized the camp prior to the end of marine shipping in November 2002.

TSI provided all necessary equipment and personnel to support the camp operations, including:

  • Mobilization of camp and support equipment.
  • Set-up and commissioning of camp water and sewage treatment plants.
  • Janitorial services for entire camp.
  • Kitchen operations and re-supply of food, as well as seasonal food re-supply for dry and canned goods.
  • Weekly entertainment.
  • Daily canteen services.
  • Repairs and maintenance to the camp and supporting equipment.
  • Arranged weekly air support services including:
    • Supply of materials required for camp maintenance
    • Remediation contractor equipment and material
    • Personnel
    • Weekly transport of fresh fruits and vegetables
  • De-commissioning and demobilization of camp and support equipment.

SUPPLY OF LABOUR SUPPORT SERVICES

TSI was also awarded the contract to supply all site labour to the PCB remediation contractor, Bennett Environmental Ltd. Personnel included Site Supervisor, Heavy Equipment Operators, and General Labourers. The labor support contract with the remediation contractor was based on time and materials only.

The duties under this contract generally included the following:

  • Set-up and commissioning of equipment.
  • Assisting in the planning of seasonal operations.
  • Daily, weekly, monthly, and seasonal reports of productivity.
  • Clearing site of larger rocks.
  • Filling containers with contaminated soil and bolting on covers.
  • Transporting containers and material to water high mark.
  • Assistance in stevedoring operations.
  • Re-grading land back to its original shape.
  • De-commissioning of equipment and camp.

The Saglek Remediation Project contract was initially for a three-year period. However, the work was completed on time and on budget within two years.
